Revised RESRAD Computer Codes Available

On February 8, 2008, the DOE Office of Environmental Policy and Assistance (HS-22) issued a Nuclear Safety and Environment Information Notice entitled, Release of RESRAD (V.6.4) and RESRAD-BUILD (V.3.4) Revised Codes: Tools for Evaluating Radiation Doses and Risks. RESRAD is a computer model code designed to estimate radiation doses and risks from RESidual RADioactive materials. This family of codes was developed by Argonne National Laboratory (ANL); however, code and version control are currently maintained by the Department of Energy through ANL. These codes now share the same radionuclide database and include International Commission on Radiological Protection (ICRP) 72 age-dependent dose conversion factors. This will result in consistency across RESRAD codes when multiple codes are used.

DOE Requests Information on Contacts for issues related to Control of Invasive Vegetation

On April 1, 2008, the DOE Office of Environmental Policy and Assistance (HS-22) issued a Nuclear Safety and Environment Information Notice entitled, National Invasive Species Council and the Federal Interagency Committee for the Management of Noxious and Exotic Weeds. The notice asks for the names of the persons who are currently involved in issues related to the control of invasive vegetation at DOE sites. DOE is responsible for the maintenance and protection of thousands of acres of property across the U.S. and is actively involved in all areas related to the environmental stewardship and ecological integrity of those lands. In order to determine whether control of invasive vegetation is a relevant issue to DOE sites, HS-22 is asking DOE organizations to provide the names of persons who are currently involved in issues related to the control of invasive vegetation and who could serve as contacts in relation to this issue. Information Brief on NAAQS Final Rule on Fine Particles (PM2.5) Available

On March 25, 2008, the DOE Office of Environmental Policy and Assistance (HS-22) issued an Information Brief entitled, Final Clean Air Act Fine Particle Implementation Rule (HS-20-IB-2008-08, 72 FR 20586). The Information Brief discusses an EPA final rule on the fine particle (PM2.5) National Ambient Air Quality Standard (NAAQS). The rule provides guidance and direction to State and Tribal agencies on the development and content of PM2.5 implementation plans. By April 5, 2008, each State having a PM2.5 nonattainment area must submit an implementation plan to EPA to ensure the area attains the NAAQS as expeditiously as possible, but no later than 2015. Managers of DOE sites located in PM2.5 nonattainment areas will need to ensure their operations comply with associated PM2.5 implementation plan requirements. DOE Annual Progress Report on Purchases of Recycled Content Products Pursuant to RCRA and E.O. 13423 Available

On March 25, 2008, the DOE Office of Environmental Policy and Assistance (HS-22) transmitted a report to the Office of the Federal Environmental Executive and the Office of Management and Budget entitled, U.S. Department of Energy Affirmative Procurement and Recycling Fiscal Year 2007 Report. The report fulfills the the annual reporting requirements under Executive Order (E.O.) 13423, Strengthening Federal Environmental, Energy and Transportation Management. It contains purchasing data on eight indicator items identified as EPA-designated products with recovered content and information on DOE's performance on solid waste recycling, environmentally preferable purchasing of biobased content products and electronics, as well as access to the Department's FY 2007 RCRA standard report. DOE Comments on Proposed Revisions to the CAA General Conformity Regulations Available

On March 10, 2008, the Office of Environmental Policy and Assistance (HS-22) transmitted comments to the Environmental Protection Agency on their January 8, 2008, proposed rule: "Revisions to the General Conformity Regulations" (73 FR 1402). In general, DOE supports EPA's effort in clarifying the general conformity process, deleting outdated requirements, authorizing flexible approaches to compliance, reducing paperwork burdens, and clarifying the general conformity regulations. Guidance on Revisions to CAA General Provisions for New Stationary Sources and Emissiuons from Source Categories Available

On March 6, 2008, the Office of Environmental Policy and Assistance (HS-22) issued a Nuclear Safety and Environment Information Notice entitled Performance for New Stationary Sources, National Emission Standards for Hazardous Air Pollutants, and National Emission Standards for Hazardous Air Pollutants for Source Categories. The Notice discusses a May 16, 2007, EPA final rule that promulgates revisions to the General Provisions for Standards of Performance for New Stationary Sources, for National Emission Standards for Hazardous Air Pollutants (NESHAPS), and for NESHAPS for Source Categories. The revisions allow source owners and operators to get extensions to deadlines imposed by applicable regulations to conduct initial or subsequent performance tests. The General Provisions did not previously provide for extensions of deadlines for conducting performance tests, and these revisions allow for exceptions in response to major events (force majeures) that are beyond the control of the affected facility.
